Documents required to be submitted for the first registration of a motor vehicle

1. MTA – 2 Application
2. Two 3.5x2.5 c.m. size photographs of the vehicle owner ( should be certified overleaf by the Grama Niladhari of the area, Justice of Peace of Peace or the Importing Company)
3. A certified copy of owner’s National Identity Card or Driving Licence of Passport ( along with the original)
4. Original of Customs Entry(Customs 53)(Exchange Copy) and two photocopies
5. Originals of receipts of Payment of customs duty( Assessment Notice)
6. If a brand new vehicle, the relevant Invoice
7. If a reconditioned vehicle, certificate of foreign registration ( with English translation)
8. If imported under an Import Licence, relevant such Import licence
9. If for registration of absolute ownership, relevant MTA-3 application
10. If for registration with a mortgage, a copy of mortgage deed with relevant bank seal
11. If a vehicle obtained from Customs, three armed forces or court auctions,
a letter and receipt issued by the relevant Authorities
12.A complete Export Verification Certificate in respect of vehicles falling under H.S. Code 8702 to 8705 shipped after 01.03.2007.
13.For vehicles of new models, formats of the relevant vehicle model and the relevant Tare certificate.
14. If to be registered in favour of a company’s name, a photocopy of the Business Registration Certificate
15. If to be registered in favour of a limited liability company, embossed seal of the relevant company should be affixed ( MTA-2)
16. Two postcard size photographs showing the front and the body of the vehicle ( Chassis Number should be indicated and signed by the owner)
17. If a motor cycle, packing list certified by a Motor Vehicle Examiner
18. If an imported reconditioned motor cycle, Engine Number and the Chassis Number should be certified by a Motor Vehicle Examiner, in addition to customs documents.
19.When applications for registration/ transfers are submitted through limited companies, embossed seal of the relevant company should be affixed and signed.

 When a motor vehicle imported under an import licence or purchased locally is being transferred, a sum amounting to 10% of the CIF value is charged from the transferee since 26 March 2014.
