• Identified infrastructure development proposal should contributeto broader MDGs, National development goals focusing on health, education, employment, income generation,Poverty reduction, gender equity, environment
• Viable proposal covering a wide number of benificiaries.

Method of submitting application :-
Request to be chaqnneled through the Estate Manager / Divisional Secretary / Pradeshiya Sabah / District Secretary / other state agencies including Plantaiton Human Development Trust (PHDT) to the Ministry.
