Issuance of Customs House Agent (CHA) Pass


What is a Customs House Agent Pass?

  • CHA pass is an identification card issued to a person recognized as an authorized agent to associate with Customs officers. A CHA pass is valid for one year period from the date of registration


What are the benefits of having a CHA pass?

  • Has higher demand for recruitment in Logistics/ Clearing/ Shipping companies.
  • Can act as his sole declarent for clearing and shipping his own cargo
  • Foreign employment opportunities as shipping/ clearing agent
  • As an added qualification/ eligibility for academic studies in Logistics


What a CHA holder can do?

  • Can act (Sign documents/ present for Customs examinations and inquiries) as the authorized agent for his shipper/ consignee
  • Can enter to Customs premises without prior permission
  • Can submit shipping/ clearing documents (CUSDEC) to Customs and get them processed for shipment/ Clearing


How to obtain a CHA pass?

  • A person successfully completed the training and passed the exam for Custom House Agents, conducted by Human Resource Development Division (HRD) of Sri Lanka Customs can apply for a CHA pass
  • Application should accompany several mandatory documents and copies of them (please see below for the list of mandatory documents)


How to participate for the CHA training?

  • A person having passed six subjects including English, Mathematics and Sinhala/Tamil in GCE (O/L) can apply for the training course
  • Application should� accompany a request letter from a registered company


Mandatory documents to operate as a New Customs House Agent (Declarent)

  • Request Letter (Signed by the Proprietor/Partner/Director)
  • Duly Filed CHA Application
  • Business Registration Certificate
  • TIN Certificate
  • VAT Certificate
  • Application for Registration of Customs House Agent in Terms of Section 115 of� The Customs Ordinance
  • Form 1/Form 2A/Form 48/Form 20/Form 41
  • Articles of Association/Memorandum of Association
  • Shipping Agents Licenses (Only for Shipping Agents)
  • Cash Guarantee for Rs. 50,000/= (Expiry data should be one year from the first registration months)
  • Proof of Address (Electricity Bill/Water Bill/Telephone Bill)
  • Certified Copy of Deed or Lease Agreement
  • Location Map
  • Proprietor/Partner/Director and Applicants Photo with Specimen Signature with All details included in a Letter Head of the Company
  • Inventory List with all the serials of electronic equipments and office setup Plan

  2. Certificate of Competence (Customs Certificate)
  3. Police Report
  4. Preventive Certificate
  5. Grama Sevaka Certificate


Documents Mandatory to Renew Customs House Agent for 2015

  • Request Letter (Signed by the Proprietor/Partner/Director)
  • Duly Filled CHA Applications
  1. CUS/CHA (01) – one copy
  2. CUS/CHA (02) – who copies
  • Originals of
  1. Business Registration Certificate – BRC
  2. TIN Certificate
  3. VAT Certificate
  • Cash Deposit��� Rs. 50,000/=
  • Letter of Certificate issued by the Bank

    Bank should issue a letter certifying a Current Account is in operation in the name of Customs House Agent

  • Proof of Address

Electricity bill/Water bill/Telephone bill (within last two months)

  • Applicant’s (with photocopy)
  1. National Identity Card
  2. 2013 CHA pass and Photo copy of it (Both Sides)
  3. Certificate of Competence
  4. CIU Report (within 1 year is must)
  5. Police Report – Needs to be addressed to DGC Sri Lanka Customs (within two years)
  6. Grama Niladari Report – (obtained within six months)
