Obtaining Block License

Eligibility
Should provide part shipment licenses for the last 3 years

Note: If the applicant has not abided by the licensing conditions the issue of his Block license will be rejected.

Submission of Indent Form, Request Letter and Documents with supported documents.
Counter – Unit 01

Procedure

Step 1: Applicant should submit request letter to Unit 01 for Block License.
Step 2: Unit 01 examines importation history of the applicant for the past 03 years.
Step 3: Unit 01 directs the request to the Assistant Controller.
Step 4: Assistant Controller approves the request.
Step 5: Unit 01 charges the licensing fee of 0.1 % of the Invoice Value.
Step 6: Unit 01 issues the Block License.

Note: If Assistant Controller is not satisfied with importation history of the applicant, request will be rejected.

Time – 8:30 am to 4:15 pm
Working Days – Monday to Friday
Holidays – Public and Mercantile Days

Validity Time Line
Validity Period for block licenses will be 01 Year

Costs Related to the Service

Cost: No cost related on obtaining the application form

Fee
License Fee – 0.2% of the Invoice value

Penalties: If license conditions have been violated an additional license fee will be levied. Penalties vary from case to case.

Note: If the Applicant has imported goods without any license, an additional fee will be charged

Surcharge :No surcharge involved in this service.

Special Cases
If the Importation is done without a license a Goods Received License is issued with a penalty. Following documents are needed to obtain Import License.

  • Customer Documents
  • Explanation letter
  • Approval letter from the relevant Authority
  • Invoices and Indent Forms 04 of each

Western drugs The Cosmetics Devices and Drugs Authority. (Ministry of Health).
Veterinary drugs The Department of Animal Production and Health in Peradeniya.
Homoeopathic drugs The Sri Lanka Homeopathic Council.
Ayurvedic drugs The Department of Ayurveda.
Surgical equipment Cosmetic Devices and Drugs Authority (Ministry of Health) and Department of Animal Production and Health
