Should be a Sri Lankan child between the age of 05 – 08 years.
With the information given in Newspaper and Media, you may prepare an application for of your own and draw any creation on any subject or title and forward a creation on paper 18” x 14” in length in any medium Sinhala, Tamil or English. Only one creation can be forwarded for selection. On the left-hand top corner of the Painting and the cover of the Painting. Creator’s District of residence should be mentioned on the left-hand top corner of the Painting and in the cover of the Painting. This is compulsory. Participants can forward only one creation and on the reverse of the painting – particulars such as Name, Date of Birth, Age on the closing date of competition, Address, Competition Number, Private Address, Permanent residential District, telephone number must appear in clear form. Particulars should be attested and certified by the applicant himself.

Paintings can be handed over personally during office hours or sent by registered post before the closing date as informed by media to reach Secretary, State Painting and Sculpture Panel, Department of Cultural Affairs, 8th Floor, Sethsiripaya, Battaramulla.
No fee will be levied for services rendered.

Letter sent to the artiste calling him for the Second round of selection.
Director of Cultural Affairs, Deputy Director of Cultural Affairs, Asst. Director, will serve as Staff Officers in-charge.
Competitors should send their creations from the District they belong on permanent residence and the creation forwarded should not have been exhibited at this competition early.
