Department of Cultural Affairs organizes the State Literary Awards Ceremony annually with the avowed interest of enriching and fostering Literary Art evaluating creations of high quality bequenthing a legacy of high literary creations? to the nation to encourage and invigorate Literati and academic.Books under the following categories are selected for the presentation of State Awards :-
i.Self-authored Novels
ii.Self-authored short-stories
iii.Self-made Poetry
iv.Self-made Youth Literature
v.Self-made Drama
vi.Rhymes of Songs
vii.Children Literature
viii.Science Fiction
ix.Miscellaneous Subject
x.Translation of Novels
xi.Translation Short-story
xii.Translation of Dramas
xiii.Miscellaneous Translation

A book written and registered at the Department of National Archives – one year before the holding of this ceremony within 01st January to 31st December of the relevant year. State Literary Awards - 2009 are presented to books which got registered during the period 01st January 2008 to 31st December 2008.
First print of relevant book
If it is a children’s book,it must contain more than 16 pages.
Other books over 49 pages.
Only collection of books pertaining to the above categories which are been deposited in the Department of National Archives – deemed suitable for State awards will be presented for survey and selection. First round survey and selection of books by an outside Board, second round of survey and selection by the Panels and the third round of selection is done by a Board of erudite academic and scholars. Literary Art Festival is organized for the presentation of awards after the final round of selection by the Selection Committee. For the categories mentioned above.
No fee will be levied for services rendered.
Divisional Secretary, Director of Cultural Affairs, Deputy Director of Cultural Affairs, Asst. Director, will serve as Staff Officers in-charge.
