• Low income group with capability and commitment
• Vocational training and other relevant training or experience or proof of commitment.
• Sustainable proposal with marketing and other arrangements equity contribution is recommended.

Method of submitting application :-
Request to be chaqnneled through the Estate Manager/ Divisional Secretary/ Pradeshiya Sabah/ District Secretary/ other state agencies including Plantaiton Human Development Trust (PHDT) to the Ministry.
