Granting Permission for Propaganda Notices for Public Attention

In terms of section 122 of the Pradeshiya Sabha act no.15 on 1987 permission should be obtained for fixing any propaganda notice in an open place will be in the Pradeshiya Sabha limit for public information.

Advertising notices means fixing or hanging of any word, article, figure, signal, seen of a place, board, notice, equipment, poster or hand bill partly or in full of over any land, building or a structure for public displaying or exposing.

Licensee fee will be decided on the nature or the propaganda notice and such decision will be based on a proportion decided previously. 

Recovery of fees will be exempted in the following instances.
- In case of the propaganda notice is for any entertainment for a charity purpose.
- In case of the propaganda notices displayed at the venue of the public show.
- Propaganda notices fixed by the government.
- Non-business propaganda notices displayed on the property religious institutions.
- Propaganda notices for sale, lease, for hire kept on the windows of any building.
- Domestic name boards.
- Name boards of less than I square foot used by professionals.

Documents should be submitted.
• In case of large open air propaganda boards a plan drawn to the scale of not less than 1:1000 of the place where it is to be fixed.
• A photocopy of the propaganda notice drawn in a small scale.

Procedure of making application
- A letter should be submitted to the secretary for applying for the license. This should be submitted 7 days before fixing the propaganda notice.
- (In case of a permanent notice inspection of a place will be done) and thereafter the fee will be decided according to the number of square feet of the notice.
- The license will be issued after the payment of the application fee and the license fee.

In this connection action should be taken as follows.
• The license’s no and the date of the license should be given in all propaganda notices.
• The name and the address of the license holder should be mentioned clearly in the propaganda notice.
• In case of a banner the seal of  the chairman of the Pradeshiya Saba should appear on the banner.

Propaganda notices should  be placed in a where it will not be obstruction for the driver’s attention and further it should not be harmful to the eye.
